Bahrain on Monday declared a senior U.S. official persona non grata and asked him to leave the kingdom immediately, state news agency BNA said, because he had "intervened flagrantly" in the country's internal affairs. BNA said that the foreign ministry had declared U.S. Assistant Secretary of State for Democracy, Human Rights and Labour, Tomasz Malinowski, persona non grata after he "held meetings with a particular party to the detriment of other interlocutors, thus discriminating between one people, contravening diplomatic norms and flouting normal interstate relations". Bahrain is a U.S. ally in a volatile region and has long provided a base for the U.S. Navy's Fifth Fleet. U.S. State Department spokeswoman Jen Psaki said she had heard the reports but said a team of diplomats, including Malinowski, remained in Bahrain and were working with the government.

The Washington State Liquor Control Board has said many applicants failed final inspections, and some municipalities also have banned retail pot sales. Washington is the second state after Colorado to allow retail sales of recreational marijuana to adults under a heavily regulated and taxed system that voters approved in November 2012. Possession of marijuana is illegal under federal law, but the U.S. Justice Department has said it will not intervene in states with "strong and effective regulatory and enforcement systems." Once a retailer receives a marijuana license, the business is cleared to place an order with a licensed processor that must quarantine the product for 24 hours before delivering it to stores.

Adam Eidinger, chairman of the DC Cannabis Campaign, said the group had collected about 57,000 signatures to put the measure on a Nov. 4 ballot in the U.S. capital, well over the 22,373 required by law. This would not lead to D.C. becoming a tourist haven," he told reporters at the District of Columbia Board of Elections. "This is just for the citizens who live here, the residents who pay taxes, to have the right to use marijuana freely in their homes without fear of arrest, harassment or a ticket." The measure would allow people 21 and older to possess up to 2 ounces (56 grams) of marijuana for personal use.

Defense attorney Nicholas Wooldridge said in his opening statement that Azamat Tazhayakov took nothing except a pair of headphones that belonged to him from the room of Dzhokhar Tsarnaev, who is accused of carrying out the April 15, 2013, blasts with his brother. Tazhayakov is the first of three of Tsarnaev's friends to face trial for hampering the investigation of the bombing and Wooldridge said it was his friend and fellow Kazakh exchange student, Dias Kadyrbayev, who took the laptop from the room and dropped it in a dumpster. "Dias is the one that took that bag back to the apartment, not Azamat," Wooldridge said.
