Miami police arrested a man suspected of fatally shooting a wheelchair-bound panhandler at an interstate exit ramp before fleeing from officers, authorities said on Wednesday. The Miami-Dade Police Department said Rodney Louis, 27, was charged with first-degree murder, grand theft, and fleeing and eluding police following Tuesday's incident. "Witnesses stated that a subject exited his vehicle with a firearm, approached the victim and opened fire," the police department said in a statement. Police identified the dead man as Israel Zerquera, 58.

(Reuters) - An F-15C fighter plane crashed in western Virginia on Wednesday and the status of the pilot was not immediately known, USA Today reported. The newspaper, citing an Air Force spokeswoman, said the single-pilot plane had flown out of the Barnes Air National Guard Base in Westfield, Massachusetts. The crash took place in the George Washington and Jefferson National Forests in western Virginia, the paper said. The Virginia State Police were notified of a plane crash in Augusta County just after 9 a.m. EDT, spokeswoman Corinne Geller said.

The New York Times declined to endorse either Governor Andrew Cuomo or challenger Zephyr Teachout in the Sept. 9 Democratic primary election, citing his failure to clean up corruption and her lack of political experience. In its Wednesday edition, the newspaper criticized Cuomo, whom it had previously endorsed when he was first elected as New York's governor in 2010, for breaking "his most important promise" to clean up dirty state politics. Federal prosecutors in New York have been investigating the panel's shutdown and pursuing its unfinished corruption cases. "New York still has no comprehensive campaign finance system and has one of the highest donation limits in the country," the Times said.
