A former Washington-area taxi driver who was on the FBI's "Most Wanted Terrorists" list has been detained and is in the custody of the Somali government, a U.S. government source said on Monday. The FBI in said in January it added Somali-born U.S. citizen Liban Haji Mohamed, 29, to its watch list because he allegedly provided support to the Somalia-based Islamist militant group al Shabaab. Mohamed lived in the northern Virginia suburbs near Washington and drove a taxi. He was said at the time to be an associate of Zachary Chesser, an American who pleaded guilty in 2010 to threatening the writers of the television show "South Park." Jillian Jacobson, a 31-year-old photography teacher, was found by students in a classroom at El Dorado High School in Placentia, about 35 miles (56 km) southeast of Los Angeles, said Lieutenant Eric Point of the Placentia Police Department. He said that Jacobson, who was married, did not leave a suicide note in the classroom. Jacobson was found hanging in the classroom when students who arrived for Monday morning classes found the door locked and asked a teacher to let them in, according to police and fire officials.

Cleveland mayor apologizes for city response to Tamir Rice lawsuit

(Reuters) - Cleveland Mayor Frank Jackson apologized on Monday to the family of a 12-year-old boy who city lawyers blamed in part for his own fatal shooting by police responding to a report of an armed person in a park last November. The language used in the city's response to a lawsuit brought by the family of Tamir Rice was "very insensitive" and an amended court document will be filed within 20 days that preserves the city's rights, Jackson told a news conference. The court filing asserted as a defense for the city that Rice's "injuries, losses, and damages complained of, were directly and proximately caused by the failure of plaintiffs' decedent to exercise due care to avoid injury." Jackson said he was apologizing to Rice's family and to the city's residents for what he said was a poor choice of words in the city's response filed on Friday to the family's lawsuit. An attorney for the Rice family, Benjamin Crump, on Monday criticized the city's response to the federal lawsuit.
