Local school districts continue to struggle with both a teacher shortage and a lack of qualified substitutes. At the same time, state lawmakers are under a contempt order from the state Supreme Court to fully fund basic education. One bill passed in the House this week, and supported by several local superintendents, may be a step in the right direction.
