Its déjà vu all over again for Chelan County PUD Commissioners. The district faces another difficult budget year in 2010. At their Monday afternoon meeting in Wenatchee Commissioners were told that, even with a normal water year with normal power prices, the district will still have to hold spending within one percent of this years budget. The PUD faces a continuing hiring freeze with reduced capital spending and the smallest workforce in the past five years. That despite steps taken this year to cut 27 million dollars in spending. Officials project the District will end the year with an 18 million dollar deficit . The range of possibilities next year, depending on snow runoff and surplus power prices, would be a high of 10 million dollars in the black to a low of 27 million dollars in the red. Also on the horizon is the possibility of another rate surcharge as high as 18 percent over an above the current 9 percent surcharge now in place.
