A proposed ballot initiative that would change the way employers hire immigrant labor in Washington State appears to be gaining momentum. Many of the volunteers gathering signatures for the proposed ballot measure are themselves foreign born residents. Lorie Graff married her American husband at a ceremony in Washington, D.C., in the late 1950s, before returning to Canada to apply for a green card so she could live in the U.S. legally.
